New Solar Cycle Progression Plots to replace Legacy Plots

New solar cycle progression plots and JSON files will permanently replace the former (legacy OUS) style solar cycle products. These new plots are interactive and allow for much easier examination of data. The legacy solar cycle products will be discontinued and also no longer available in our Weekly product beginning July 1st, 2020.
